Data and Tribal Economies: Securing Our Future Through Sovereignty

Joseph Yracheta

In this talk, conference attendees will get some history of harmful research and descriptions of possible data misuse where Indigenous groups were not fully provided Free and Prior Informed Consent (FPIC), the drastic changes in technology and funding that make the Belmont Report and Common rule useless if not harmful in today’s Big Data landscape, and how Artificial Intelligences threatens not only Indigenous peoples but everyone. Intersections with sovereignty, cultural continuity, Indigenous ways of knowing, two eyed seeing and data as empowerment towards “Survivance” will be highlighted. Additionally, descriptions of Native Bio’s ongoing work within a sophisticated and growing Indigenous Network of Networks will provide some stop-gap and long term tech, legal and camoflauged solutions for Indigenous peoples. As NativeBio is critical of FAIR, OCAP and CARE will be prioritized as the framing for these strategies. This talk engages with Day 2 themes of “Data Futures: Looking Back Walking Forward” and “Governance of Data” and “Infrastructure”
