The Center for Indian Country Development (CICD) at the Federal Reserve Bank of Minneapolis aims to address data gaps in Indian Country in ways accessible to—and informed by—a diverse range of Indian Country stakeholders. CICD’s principles for research and data use* guide our work at a high level, but the ongoing expansion of our research and data tools highlighted a need for a cohesive, community-informed, and practical approach to data governance. CICD’s situation is somewhat unique; we are housed within a large organization, but one that is neither profit-motivated nor part of a government or academic entity. What does it look like for CICD to act as a data steward rather than a data owner? Who ought to be able to see what data, and under what circumstances? What does “public data” really mean, and does that differ by context?
To begin addressing these questions in service of sustainable, values-aligned data governance practices, CICD convened a Data Stewardship Working Group in mid-2023. The working group recently concluded its first phase with an initial internal framework for decision-making around data stewardship and sharing. We propose to share the motivation for this work; our journey to date; and considerations for the next phase. We further propose to elicit attendee perspectives on the data stewardship aspects of a soon-to-be released CICD publication and the (currently internal-only) dataset from which it draws. Our aim is to both share what we have learned and to learn from others.
